    • Parliamentary Procedure: The motion from CAPP will be introduced first. Then someone supporting the alternative resolution will move it as a substitute resolution. The floor will then be open for debate on each. The Senate will then vote to determine which will become the pending resolution (disposing completely with the one not achieving the majority). After further debate, if any, a vote will be taken on whether to adopt the then pending resolution.
